Summary

Phantom Liberty is a spy-thriller adventure for Cyberpunk 2077. When the orbital shuttle of the President of the New United States of America is shot down over the deadliest district of Night City, there’s only one person who can save her — you. Become V, a cyberpunk for hire, and dive deep into a tangled web of espionage and political intrigue, unraveling a story that connects the highest echelons of power with the brutal world of black-market mercenaries. Infiltrate Dogtown, a city-within-a-city run by a trigger-happy militia and ruled by a leader with an iron fist. With the help of NUSA sleeper agent Solomon Reed (Idris Elba) and the support of Johnny Silverhand (Keanu Reeves), unravel a web of shattered loyalties and use your every skill to survive in a fractured world of desperate hustlers, shadowy netrunners, and ruthless mercenaries. Built with the power of next-gen hardware in mind, Phantom Liberty offers brand-new gameplay mechanics, nail-biting courier jobs, gigs, and missions — and a thrilling main quest where freedom and loyalty always come at a price.

You never feel like there's anything extra that doesn't fit the original idea, less is sometimes more and more limitations are better. This is the distillation of the best of Cyberpunk.

Phantom Liberty is a true redemption arc, more reflected in its free of charge changes depicted in the vanilla game, while still providing a very nice amount of content and espionage action to do with V in the new Dogtown district. Even though it is not as well written as the original, it has some great moments and stellar performances from its high profile cast, while diving more into the atmosphere that is Cyberpunk.

    IGN Japan November 10, 2023
With a fantastic story, interesting lore, and great graphics and presentation, Phantom Liberty succeeds in expanding Cyberpunk 2077’s already rich world even further. While some of the individual side quests can come off as weak, they do a good job in contributing to Cyberpunk 2077’s world. With this DLC and patch 2.0, Cyberpunk 2077 has become a complete and pretty much flawless package.

Cyberpunk 2077: Phantom Liberty is not just the biggest expansion released by CD Projekt RED, but also one of the best pieces of content. The quality of the storytelling, art direction and level design in Phantom Liberty is incredible, even in comparison with the base game. Instead of getting more of the same, CD Projekt RED created a spy thriller that’s taking place in a dystopian slum, offering both search Cyberpunk fans and newcomers to the universe something to enjoy. Featuring two extremely different endings, which I strongly recommend all players to unlock, Phantom Liberty augments the entire search Cyberpunk 2077 gameplay experience and brings it to a whole new level.

Many players may not be able to wash out the taste of launch, and may not even poke their heads back into the blinding neon or gruesome yet cool cyberware to see how much has changed, but speaking as someone who entered Night City for the first time post launch, the Phantom Liberty DLC adds a lot to a game that has improved drastically since its release, to the point of nearly being unrecognizable to those who played at launch alone.
